Secure Tolerance is a slogan that is used to promote the European Framework National Statute for the Promotion of Tolerance, a proposed law that was developed by Russian businessman Viatcheslav Moshe Kantor as president of the Policy Council of the World Jewish Congress, the European Jewish Congress, the World Holocaust Forum Foundation, and the European Jewish Fund. The writer Andrew Joyce of Russia Insider describes the proposed law as "a Jewish plan to permanently silence the West."[1]

Secure Tolerance was adopted and enforced by organizations affiliated with Russian ambassador Igor Ivanov, Sberbank board members Herman Gref and Sergei Guriev, and Alfa Group investors Stan Polovets and Leonard Blavatnik.

Details of the law

The European Framework National Statute for the Promotion of Tolerance was authored by Yoram Dinstein of Tel Aviv University, Ugo Genesio of the International Institute of Humanitarian Law, Rein Mullerson of Tallinn University of Estonia, Daniel Thurer of the University of Zurich, and Rudiger Wolfrum of Heidelburg University.[2]

Section 1(b) invents the concept of "group libel" and would ban people from saying that "gypsies are thieves" or "Moslems are terrorists", examples that are given in the text of the law.

Section 1(c) promotes the concept of "hate crimes".

Section 2(e) bans "anti-feminism".

Section 2(e) bans "homophobia", thereby banning Jews whose religion calls for Jews to hate and kill homosexuals.[3]

Section 2(e)(i) bans "Islamophobia", a phrase invented by the Saudi-funded International Institute of Islamic Thought to "beat up their critics"[4]

Section 3 creates "guarantees of rights" to housing, medical care, and social insurance.

Section 7(a)(v) bans "Public approval or denial of the Holocaust."

Section 7(f) mandates that governments provide free legal aid to victims of "hate crimes".

Section 8(a) mandates that "Schools, from the primary level upwards, will introduce courses encouraging students to accept diversity and promoting a climate of tolerance"

Section 8(b) mandates that "Similar courses will be incorporated in the training of those serving in the military and law enforcement agencies"
