Syed Ghulam Nabi Fai was a Saudi and Pakistani operative inside the United States.

Background

A native of Indian Kashmir, Fai joined Jamaat-e-Islami and worked for Syed Atiqullah Ashiq. Arif Jamal credits Fai with introducing the strict Saudi vision of Islam to Kashmir by inviting the imam of Ka'aba to a Jamaat-e-Islami conference in 1980. Following the conference, Fai traveled to the United States as an agent of Saudi Arabia funded by the King Faisal Foundation. Fai became president of the Muslim Students Association and studied at Temple University under Ismail Raji al-Faruqi who co-founded the International Institute of Islamic Thought. [1] Fai also served on the Shura Council for the Islamic Society of North America (ISNA).[2]

In 1985 Fai began working for Pakistan's Inter-Services Intelligence Directorate (ISI). In 1989 Fai founded the Kashmiri American Council with Rafia Syeed, the wife of Sayyid Syeed, one of the organizers of ISNA.[1] Fai's work for Pakistan was funded by the North American Islamic Trust (NAIT) which owns hundreds of mosques around the United States.[2]

Fai was supported by Republican Congressman Dan Burton of Indiana. The National Republican Senatorial Committee gave Fai the American Spirit Medal in 2007. [1]

Fai was arrested by the FBI on July 19, 2011. [3]

Fai's business partner Zaheer Ahmad reportedly met with Pakistani nuclear scientist Sultan Bashiruddin Mahmood, Osama bin Laden, and Ayman al-Zawahiri in mid-2001. [2]
