After the collapse of BCCI, Hassan Turabi gave Osama bin Laden the task of creating a replacement.[11]

In July 1991, the criminal BCCI bank is shut down (see July 5, 1991) ... Robinson writes, “Without a system by which money could be transferred around the world invisibly, it would be relatively simple for terrorist funds to be traced. Dealing with this crisis fell to al-Turabi. In desperation he turned to Osama.… The future of the struggle could come to rest on Osama’s shoulders.” Over the next several months, bin Laden and a small team of financial experts work on a plan to replace the functions of BCCI. Bin Laden already knows many of the main Islamist backers from his experience in the Afghan war. “During the summer of 1991 he discreetly made contact with many of the wealthiest of these individuals, especially those with an international network of companies.… Within months, Osama unveiled before an astonished al-Turabi what he called ‘the Brotherhood Group.’” This is apparently a reference to the Muslim Brotherhood. Robinson says this group is made up of 134 Arab businessmen with a collective wealth of many billions of dollars. The network will effectively replace BCCI for Islamist militants. [Robinson, 2001, pp. 138-139]

Pacific Council on International Policy

The Muslim Public Affairs Council was founded by Maher Hathout with his brother Hassan Hathout. Hassan Hathout stated that they came to the United States to promote the "Islamic Movement" of Hassan al-Banna, the founder of the Muslim Brotherhood.[12] Maher Hathout gave a lecture in 1997 promoting Hassan al-Banna, Rashid Ghannoushi and Hassan al-Turabi.[13]

Maher Hathout became a charter member of the Pacific Council on International Policy.[14] As of 2015, the board of the Pacific Council on International Policy included:[15]

International ANSWER

International ANSWER and the International Solidarity Movement are financed by the Middle East Childrens Alliance which is a front for the Palestine Liberation Organization and its allies.[26] The board of MECA has included James Zogby who served on the executive committee of the Democratic National Committee from 2001-2017.

The International Solidary Movement was co-founded by Ghassan Andoni of the Popular Front for the Liberation of Palestine (PFLP) and works in concert with the PLO, Hamas, and Islamic Jihad.[27]

Abdul Latif Jameel

Abdul Latif Jameel had a longstanding relationship with Toyota[42] whose trucks are favored by terrorists throughout the Middle East.[43] MIT has received numerous sizable donations from Abdul Latif Jameel and hosts the Abdul Latif Jameel Poverty Action Lab[42] that is also financed by the William and Flora Hewlett Foundation[44]. MIT Media Lab is host to Joi Ito of the New York Times and Van Jones of Avaaz, while the MIT Center for Civic Media is run by Ethan Zuckerman of Global Voices and the Awesome Foundation.

The Abdul Latif Jameel Group is in partnership with Grameen bank of Muhammad Yunus[45] who is a board member of the UN Foundation[46] whose board member Kathy Calvin is a leader of the Avaaz network. The Grameen Foundation advisory council includes Akhtar Badshah,[47] senior director of worldwide affairs for Microsoft, member of the Council on Foundations,[48] and member of the Rockefeller Foundation.[49] Grameen America employs Isabel Maxwell, sister of Ghislaine Maxwell, as head of its Los Angeles branch.[50]

Edelman Middle East CEO Omar Qirem had worked as PR director for Abdul Latif Jameel after a stint as director of Edelman Saudi Arabia.[51] Qirem had served as a press officer in the British Ministry of Defence. [52]

Saudi petroleum minister and Investcorp co-founder Ahmad Zaki Yamani was on the Golden Chain list of al-Qaeda financiers as Ahmad Turki Yamani. Investcorp board member Sheikh Abdullah Bakhsh was on the board of Harken Energy with Talat Othman, George W. Bush, and the Harvard University investment fund.

Investcorp co-founder and CEO Nemir Kirdar was on the Panel of Senior Advisers of Chatham House before his death in June 2020 at the age of 83.[53]

Hady Amr was a member of AG Consulting Group of Asim Ghafoor[55] who was the spokesman for terrorist financiers Global Relief and Care International and the policy director for Grover Norquist's Islamic Institute.[55] Amr also spoke at UK City Circle organized by al-Qaeda webmaster Iqbal Asaria[56] and was a member of the Brookings institution's US-Islamic World Forum.

Hady Amr was a board member of the International Education and Resource Network (iEARN)[57] which produced the One World Education and Connect All Schools programs that became Common Core.[58] iEARN partnered with Soliya and was sponsored by the U.S. State Department.[59] The project partners of Connect All Schools include Meedan and Qatar Foundation International.[60]

Viral Peace

ADAMS fundraising director Adnan Ozair was an investment manager with Guidance Financial Group and ran Abacus Strategy[61] with Adnan Ansari[62] who has been a Vice President of Programs for Islamic Relief USA and a senior advisor to USAID and Chemonics.[63] Another member of Abacus Strategy was Humera Khan,[64] a member of the Atlantic Council Middle East Strategy Taskforce.[65]

Ansari and Khan were leaders of Muflehun,[66] a Countering Violent Extremism (CVE) think tank that blamed "anti-Muslim bigotry" for the San Bernardino and Orlando shootings.[67] Muflehun was chaired by ISNA president Mohamed Magid and its other members included Suhail Khan who served as director of external affairs for Microsoft. [68]

Humera Khan and Shahed Amanullah attended the CVE/Community Engagement National Conference at the National Counterterrorism Center along with Quintan Wiktorowicz of Affinis Labs and Yasmin Dolatabati of Google Jigsaw[69]. Khan, Amanullah, and Wajahat Ali were members of Generation Change[70] which was sponsored by the U.S. government.[71] Amanullah had been brought into American national security circles by former Pakistani ambassador Akbar Ahmed, a board member of the Center for the Study of Islam and Democracy, who had persuaded DHS director Michael Chertoff to allow his team to remove DHS training matrials and ban trainers who offended them.[72]

Muflehun takes credit for the Viral Peace project[73] hosted at the Berkman Center at Harvard University. Viral Peace was commissioned in April 2014 by Lisa Monaco, Assistant to the President for Homeland Security and Counterterrorism, and is overseen by Shahed Amanullah, Farah Pandith, the Institute for Strategic Dialogue, and the Muslim Public Affairs Council.[74] [75]

Islamists: Inclusion Is Better Than Exclusion
A particular issue facing many states is the rise of Islamist parties. This can be interpreted as a threat to stability or a reaction to dynamic social forces and the failure of governments to keep pace with change.
In dealing with burgeoning democracies, a general finding is that outside parties should support integration of Islamist parties into political system rather than exclusion. The key is that inclusion keeps moderates moderate, rather than forcing them outside the power structures, into possible violence.

Farah Pandith describes herself as a "key architect of the Women in Public Service Project"[127] which Clinton extended to "a group of high level women in international national security positions" in Europe.[128]

Documenting Hate Initiative

Meedan and CAIR are part of the Documenting Hate Initiative[129] which was founded to oppose the presidency of Donald Trump[130] and counts political opposition to the Muslim Public Affairs Council's Safe Space initative as a "hate crime".[131] The project serves as a conduit for propaganda from Hamas and the SAAR network directly to American newsrooms.
