A native of Indian Kashmir, Fai joined [[Jamaat-e-Islami]] and worked for [[Syed Atiqullah Ashiq]]. Arif Jamal credits Fai with introducing the strict Saudi vision of Islam to Kashmir by inviting the imam of Ka'aba to a Jamaat-e-Islami conference in 1980. Following the conference, Fai traveled to the United States as an agent of Saudi Arabia funded by the [[King Faisal Foundation]].
